AUSTIN, Texas (AP) - Minority rights groups are telling the U.S. Supreme Court that keeping tough new Texas voter ID requirements in place for the upcoming elections will lead to confusion.

The emergency appeal filed Wednesday comes a day after a federal appeals court temporarily reinstated the law in time for the November elections.

A lower court in Corpus Christi last week ruled that the 2011 law signed by Republican Gov. Rick Perry is unconstitutional. The decision came following a two-week trial in which the U.S. Justice Department condemned the law as the state’s latest means of suppressing minority voter turnout.

But an appeals court in New Orleans on Tuesday ruled that it’s too close to the election to change the voter ID rules.

Early voting begins Monday.
