SUPERIOR, Wis. (AP) - A Wisconsin special prosecutor has decided against charging a Superior police officer after an investigation into whether the officer used excessive force in arresting a woman.

Bayfield County District Attorney Frederick Bourg found that Officer George Gothner’s actions “fell far short of what the public expects” of police.

However, Bourg wrote that “not following protocol is not akin to committing a criminal act.”

The state was investigating whether Gothner used excessive force in arresting Natasha Lancour, which was caught on camera in January. Lancour is charged with disorderly conduct, but her trial is on hold pending the investigation’s outcome.

Bourg pointed to Lancour’s refusal to follow Gothner’s orders as one reason for his decision.

WDIO-TV reports the Superior Police Department is conducting an internal investigation. Gothner remains on administrative duty.
