CHARLESTON, W.Va. (AP) - West Virginia Gov. Earl Ray Tomblin has appointed Joseph Garcia as his new director of legislative affairs.

Tomblin announced the appointment in a news release Monday. Garcia has been serving as Tomblin’s deputy general counsel.

Tomblin also appointed him chair of the West Virginia Intergovernmental Task Force on Juvenile Justice and he has advised the governor on criminal justice reform.

The Fairmont native was also Tomblin’s designee on the Consolidated Public Retirement Board.

Before working for the state, Garcia practiced law at Spilman, Thomas and Battle, PLLC in Charleston.

The appointment is effective Nov. 1.
