WEST DES MOINES, Iowa (AP) - The West Des Moines council is moving toward limits on panhandling at interstate ramps.

The Des Moines Register reports (https://dmreg.co/1wtpt5A ) that the ordinance unanimously approved at its first reading Monday also would bar “aggressive panhandling” anywhere in the city.

Passive panhandling, with verbal requests or signs, still would be allowed away from interstate ramps. Rights to free speech make it difficult to prohibit all panhandling.

Assistant city attorney Jason Wittgraf says the proposed ordinance is modeled after ordinances in Polk County and Clive.
