WILMINGTON, Del. (AP) - State officials are announcing changes to Delaware’s drug treatment system to address a growing need for services to help people with substance abuse problems.

Gov. Jack Markell planned to join public health officials Tuesday to announce changes to the drug treatment system in Delaware, which has seen a sharp rise in heroin use over recent years.
