FARGO, N.D. (AP) - An independent panel has concluded that discipline, lack of communication and morale are among the top problems at the Fargo Police Department.

KFGO-AM (https://bit.ly/1nTGUdV ) reports those were the issues most often cited by more than 60 officers who were interviewed by the five-member panel.

Committee member Jim Prochniak says a staff shortage is playing into some of the problems. He says the stress level among officers is causing some to call in sick.

The panel is expected to present to city commissioners next month a series of recommendations to resolve the issues at the police department.
