SPRINGFIELD, Mass. (AP) - The Springfield City Council has approved a $1 million settlement with the family of 15-year-old city boy killed in 2009 when struck by a car during a run in with police.

The settlement approved Monday was negotiated with representatives of Delano Walker Jr.’s family, who last week were awarded $1.3 million by a federal jury who found that police had violated the teen’s civil rights.

The money will be paid of the city’s rainy day reserve account. The agreement is not an admission of wrongdoing.

Witnesses say Walker backed into traffic as an officer grabbed at his neck because the teen would not hang up his cellphone. The officer said he thought the teen was reaching for something in his pocket. The officer was cleared of misconduct charges.
