PENDLETON, Ore. (AP) - The Pendleton City Council delayed taking action on a proposal to make it illegal for people to obstruct any sidewalk, bridge or walking path.

The idea came about because Pendleton High School students have been loitering on the Bedford Bridge.

According to the East Oregonian newspaper (https://is.gd/pHbI3H ), Councilwoman Jane Hill asked why such a broad ordinance was needed for such a specific problem. She said the ordinance might prohibit children from drawing with chalk on the sidewalk or stop someone from partially parking the back of their truck on a sidewalk.
