DETROIT (AP) - Wayne County commissioners have approved a key document that gives sweeping authority to officials to impose labor contracts.

Michigan’s largest county has a financial emergency and the agreement between the state and Wayne County is intended to be a step toward resolving it.

Commissioners voted Thursday to approve the agreement.

The agreement allows county Executive Warren Evans to unilaterally set pay and other conditions for workers. Evans first must negotiate with unions, but powers granted to him after 30 days will give him some leverage.
