NORFOLK, Va. (AP) - The Navy has removed two of the top leaders aboard the guided-missile destroyer USS Barry.

The Navy says the Barry’s commanding officer, Cmdr. Patrick Foster, was relieved of his duties Friday due to a loss of confidence in his ability to command. The Navy says the decision was made follow an ongoing investigation to a series of decisions that reflect poor judgment, failure to meet personal and professional standards, and poor program management.

The Navy also relieved Command Master Chief Torrence Kelly of his duties because of substandard performance.

The Barry is based at Naval Station Norfolk. Foster and Kelly have been reassigned to the staff of Naval Surface Force Atlantic.

Cmdr. Zoah Scheneman, deputy commander of Destroyer Squadron 26, has temporarily assumed command of the Barry.
