WAYMART, Pa. (AP) - Federal prison officials says staff members did use pepper spray during an incident that prompted a Pennsylvania senator to question whether officials had been slow to expand use of the tool.

Bureau of Prisons spokesman Ed Ross said Friday that all Canaan prison staff are authorized to carry pepper spray and that it was used on an inmate who injured three workers Aug. 18.

Sen. Bob Casey told the agency’s director in a letter Thursday that he’s upset a significant number of prison workers still haven’t been given pepper spray despite policy changes allowing it.

The agency started arming civilian workers at 18 high-security prisons with pepper spray last fall.

The Bureau of Prisons expanded use of pepper spray after an inmate fatally stabbed Officer Eric Williams at Canaan In February 2013.
