FRESNO, Calif. (AP) - The Fresno City Council has declared a state of emergency over conditions at a central-city apartment complex.

The Fresno Bee reports (https://bit.ly/1OBYPQ1 ) that the City Council voted unanimously on Monday to declare the emergency at Summerset Village Apartments, where hundreds of tenants have been without heat or hot water since Nov. 12, when PG&E; shut off the gas due to safety.

The tenants, who are mostly Southeast Asian immigrants, have been working with the American Red Cross and other agencies since the city heard of the outage on Nov. 20.

Monday’s action allows the city to take over the complex’s repairs or ultimately take over the property if the owner does not fix a long list of issues.
