PROVIDENCE, R.I. (AP) - Gov. Gina Raimondo’s working group on health care innovation has recommended creating a flexible spending target for the total amount spent on health care in Rhode Island, rather than a hard cap.

The working group released its recommendations Tuesday.

The Democratic governor created the group in July to develop a plan to establish a global health spending cap for Rhode Island.

The group’s report says several members expressed concerns with a hard spending cap. It recommends a flexible spending target instead.

It also recommends creating a new state office to coordinate health policy decisions.

The Office of Health Policy would work to understand how and why health care costs are increasing and oversee the implementation of statewide health policy goals.

Raimondo will now review the recommendations.
