NEW ORLEANS (AP) - Police in New Orleans say video shows that a man shot to death by a police officer this week had fired at the officer first.

The shooting happened early Monday. The coroner identified the dead man Tuesday as Calvin McKinnis Jr., a 33-year-old Army veteran. The video from Officer Frederick Carter’s body-worn camera has not been made public but has been turned over to an independent police monitor.

An internal affairs unit set up by police under a 2012 federal court agreement concluded, based on video, that McKinnis fired first. Police said a gun was found next to the body.

Police said McKinnis’ minivan had been pulled over for a license plate violation. A shot was fired at Carter as Carter walked to the vehicle. Police said Carter returned fire.
