DOVER, Del. (AP) - Dover police say that they arrested the same man twice within a span of hours for breaking into vehicles.

The Dover Police Department said in a statement that on Friday at 7 a.m. they responded to the parking lot of Bayhealth Kent General Hospital for a report of a suspect breaking into vehicles. Police said 28-year-old Joseph Graden fled but was later arrested.

Police say that shortly after Graden was arraigned and released, a police department employee leaving the station found Graden rummaging through his vehicle. Police say Graden was arrested a second time and faces additional charges.

Graden’s mother said in a telephone interview that her son’s arrests are the result of a heroin addiction and that the state “needs to step up the way it deals with additions.”
