FREDERICKSBURG, Va. (AP) - The Virginia Railway Express plans to ask the General Assembly to let it revise a gas tax charged to participating localities.

The Free Lance-Star (https://bit.ly/1QD806e ) reports that the commuter railroad system’s legislative agenda includes allowing it to implement a minimum tax on gas, called a floor, to offset falling fuel prices.

The proposed tax would be keyed to gas prices, similar to the gas tax floor created by the state with a 2013 transportation law. The law replaced a 17.5-cents-per-gallon retail tax on gasoline with a 3.5 percent tax on the wholesale cost of gas. The tax rate increased to 5.1 percent this year after Congress failed to let states levy a tax on Internet sales that was to be part of the transportation funding.
