MEADVILLE, Pa. (AP) - The state attorney general has charged a retired northwestern Pennsylvania attorney with illegally practicing law - but the man says he’s allowed to on a limited basis by state law.

Seventy-six-year-old Joseph Kulwicki III, of Meadville, tells The Associated Press that he’s “absolutely innocent” of the charges filed Wednesday.

The attorney general says Kulwicki, who retired in 2011 after 42 years as an attorney, twice identified himself as an attorney during a January dispute while representing a woman who slipped and fell at a rental property, and again in June during a landlord-tenant dispute.

Kulwicki doesn’t deny that.

But he says a section of state law permits retired attorneys to represent people at magisterial district courts, as long as the clients consent and the attorney is aware of the facts.
