SPOKANE, Wash. (AP) - Vaccine critic Mike Fagan remains a member of the Spokane regional Board of Health after a feverish Spokane City Council meeting Thursday packed with supporters of the councilman.

Some council members want to remove Fagan for conflicting with the regional health district, which recently recommended that people make sure they are vaccinated against measles.

Fagan says he has a free speech right to question the use of vaccines.

In the end, The Spokesman-Review reports (https://bit.ly/1D3kRrt ), the council voted to draft rules for council members serving on boards and commissions and criteria for removing them.

The meeting ended in outbursts from the crowd when no public testimony was allowed.
