SACRAMENTO, Calif. (AP) - County jail populations have dipped in most counties since California voters approved Proposition 47 in November. The measure changes certain drug and property crimes from felonies to misdemeanors. These 10 counties surveyed by The Associated Press account for 70 percent of the state’s jail inmates.
