TOLEDO, Ohio (AP) - A woman told a 911 operator that a man who turned out to be the mayor of Toledo, Ohio, wasn’t breathing and appeared to be dead when she looked into his crashed sport utility vehicle.

Mayor D. Michael Collins has been in critical condition since Sunday, after suffering cardiac arrest while driving during a snowstorm.

According to the 911 call released Tuesday, an Emergency Medical Services dispatcher directed the female caller and another man to perform CPR for several minutes after they broke out a window and pulled the mayor out of his vehicle.

It wasn’t until paramedics arrived that the two passers-by who were performing CPR realized it was the mayor.

Doctors say it is too early to know the timing or likelihood of recovery for the 70-year-old Collins.
