ALBANY, N.Y. (AP) - New York’s governor has picked a business leader from Buffalo to lead the agency charged with improving the entire state’s economy.

On Monday Gov. Andrew Cuomo announced the appointment of Howard Zemsky to be president and CEO of the Empire State Development Corp. Zemsky is now the managing partner of Larkin Development Group and has been a co-chairman of the Western New York Regional Economic Development Council.

If confirmed by the state Senate, Zemsky will succeed Kenneth Adams, who Cuomo has asked to lead the state Department of Taxation and Finance.

The Democratic governor announced several other changes in his administration Monday, including the appointment of Onondaga County Executive Joanie Mahoney to chair the Thruway Authority board.

Cuomo began his second term this month.
