RICHMOND, Va. (AP) - Virginia Court of Appeals Judge D. Arthur Kelsey has been elevated to the state Supreme Court.

The Virginia General Assembly appointed Kelsey to the state’s highest court Tuesday. He succeeds Justice Cynthia Kinser, who retired effective Dec. 31.

Kelsey has served on the intermediate appeals court since 2002. Before that, he was a circuit court judge in Southampton and Isle of Wight counties and Suffolk.

House Speaker William Howell said Kelsey received the highest recommendation of the Virginia State Bar. He said he is confident Kelsey will “practice judicial self-restraint and interpret the laws as written.”
