RICHMOND, Va. (AP) - A consulting and engineering service is establishing its headquarters in Russell County.

Gov. Terry McAuliffe said Friday the decision by 3B Consulting Services represents a $2.5 million investment in southwest Virginia and the creation of 15 jobs.
