HARTFORD, Conn. (AP) - Hartford police have identified the city’s second fatal shooting victim this week and the 18th this year.

State and local officials plan to meet on an anti-violence strategy as killings spiral toward the entire 2014 total of 19.

Police responding to gunfire at about 2:30 a.m. Saturday found two men shot at an apartment building on Elliott Street. Thirty-four-year-old Jonathan Whaley died at Hartford Hospital. The other man is expected to recover. Police said say they were shot after arguing with someone on the street.

Gov. Dannel P. Malloy called Friday for an emergency meeting between state and Hartford officials to discuss the increasing number of homicides in the state capital. Malloy said the state will provide additional assistance the city has asked for, but officials want to discuss how it would be used.
