CHARLESTON, W.Va. (AP) - Gov. Earl Ray Tomblin has ordered state flags on all state-owned facilities to be lowered in honor of former West Virginia Secretary of State Helen Holt.

The flags will be lowered from dawn to dusk on Sunday, the day of Holt’s memorial service.

Holt married U.S. Senator Rush Holt in 1941 and was appointed to fulfill his term in the West Virginia House of Delegates after his death in 1955. Two years later, Holt was appointed by then-Governor Cecil Underwood to serve as the West Virginia Secretary of State. She was the first woman to serve in a statewide office.

In 1959, she was appointed to serve as the West Virginia Assistant Commissioner for Public Institutions. In 2013, she received an honorary Doctorate of Humane Letters from West Virginia University.
