ALBANY, N.Y. (AP) - New York gov. Andrew Cuomo has appointed Paul Francis as his deputy secretary for health and human services.

Francis, an attorney, was Cuomo’s director of agency redesign early in his first term.

He is a past state budget director and operations director who worked for Govs. Eliot Spitzer and David Paterson.

He was board chairman of the New York State Health Foundation before rejoining the Cuomo administration.

Cuomo’s former deputy secretary of health, Courtney Burke, earlier this month joined Albany Medical Center as senior vice president and chief strategy officer. She is a former commissioner of the state Office for People with Developmental Disabilities.
