July 27—Kentucky State Police Trooper George Howard has arrested one of two people believed to be involved in a pursuit Sunday night where a trooper was injured.

Howard arrested Paula Gregory Foley, 34, of Harlan, on charges of public intoxication with a controlled substance, first-degree fleeing or evading police on foot, two counts of first-degree wanton endangerment of a police officer, third-degree assault of a police or probation officer and first-degree trafficking marijuana.

Kentucky State Police Post 10 is reporting that Trooper Josh Messer sustained a non life-threatening injury during a foot pursuit Sunday night in Bell County.

According to the release, Troopers George Howard and Messer were conducting a traffic safety checkpoint on KY 72 at Blackmont around 7:35 p.m. when a 2002 Chevrolet pickup truck attempted to strike troopers and continued east on KY 72. The truck then swerved off of KY 72 onto an old railroad bed and fled into a wooded area. As Messer was pursuing the suspect, he sustained a non life-threatening injury.

Police said Messer was airlifted to the University of Tennessee Medical Center, Knoxville, Tennessee. Messer is in stable condition.

Police said Foley was the passenger in the vehicle. She is lodged in the Bell County Detention Center. The driver, Basil Gilpin, has not been located and has active warrants for him at this time. Gilpin is wanted for two counts of first-degree wanton endangerment of a police officer, first-degree fleeing or evading police, third-degree assault of a police officer, and multiple other drug and traffic charges.

Howard is in charge of the investigation. He was assisted by several troopers from Post 10, the Bell County Sheriff’s Department and Commercial Vehicle Enforcement Officer Landry Collett.
