July 28—A Dewey man was being held on bond after his arrest for the alleged second-degree rape of a 15-year old female, according to Washington County District Court reports.

Richard Allen Holmes, 30, faces two counts of second-degree rape, lewd or indecent proposal to child under 16.

According to the case’s probable cause affidavit, Dewey police received a report on July 20 that there had been a rape that had occurred at a residence in the 400 block of South Seminole. The report said that Holmes had relations with the alleged victim on two occasions “without (her) permission or consent.”

The alleged victim was then interviewed at Ray of Hope Advocacy Center, where she victim reportedly said that one of the incidents happened on Easter night, and that she was initially asleep, but that “the pain of Holmes touching her” woke her up. She said that, in the second instance, he “raped her in the living room of that residence.”

When Holmes was interviewed by Dewey Police Department investigator Tim Stringer, Holmes reportedly said he had intercourse with the girl twice and, further, that he knew that she was 15 at the time.
