LONGVIEW, Texas (AP) - The parents of a 17-year-old girl fatally shot by police officers in East Texas have filed a $10 million lawsuit alleging a civil rights violation.

The federal lawsuit filed Tuesday by Erik and Elizabeth Coignard (KOYN’-yard) names the city of Longview, police Chief Don Dingler and three officers.

A grand jury last month declined to indict any officers involved in the Jan. 22 shooting of Kristiana Joy Coignard in the Longview police headquarters lobby, saying deadly force was justified.

Video shows Coignard struggling with officers then charging at them with a knife. She was carrying a note saying she was mentally ill and needed to be removed from society.

Longview city and police spokesman Shawn Hara said Wednesday that the city is reviewing the lawsuit.
