Herbert’s Deputy Chief of Staff Marty Carpenter says there was never of whether the governor would attend.

Carpenter says Herbert is scheduled to fly to Nevada late Tuesday afternoon for the Western Governors’ Association Annual Meeting but will adjust his plans if necessary.
