RALEIGH, N.C. (AP) - Raleigh police have charged two people after the car they were in struck a man who had gotten out of his own car to check on a traffic accident.

A statement from police on Saturday said 32-year-old Joseph Nicholas Passalinqua Jr. is in jail on charges of driving while impaired and felony hit and run involving death. Police also said 32-year-old Kathleen Ann Capece is jailed on a charge of aiding and abetting felony hit and run involving a death.

Police said 20-year-old Nathan Scott Bizzell of Camp Lejeune was driving on Glenwood Avenue Friday when his car struck another vehicle from behind. Investigators say Bizzell got out of his car to check on the damage and the other driver and was hit. He was pronounced dead at the scene.
