CINCINNATI (AP) - Cincinnati police say they’ve arrested a man in the fatal daytime shooting of a man on a city sidewalk.

Twenty-eight-year-old Darnell Higgins was booked into jail Friday afternoon. Records didn’t indicate if he had an attorney.

Police say Higgins shot 30-year-old Gregory Douglas at about 9 a.m. Wednesday in the Over-the-Rhine neighborhood north of downtown. He died later at a hospital.

Cincinnati City Manager Harry Black says police believe it was a “targeted shooting” and that such a shooting is unusual at that location and that time of day.

City officials have said violent crime has been declining in the neighborhood, which has been undergoing redevelopment in the past few years.

The killing was witnessed by a reporter for The Cincinnati Enquirer who was covering another story in the area.
