ANCHORAGE, Alaska (AP) - Alaska State Troopers say a 32-year-old Kodiak man is under arrest after barricading himself at a local apartment building, at one point offering $100 to a trooper in exchange for letting him go free.

Billy Yovino Jr. surrendered shortly after 5:30 a.m. Friday after the building was evacuated. He was arrested on charges of bribery, reckless endangerment and weapons misconduct.

It’s unclear if Yovino has an attorney.

A resident at the apartment building called authorities shortly before 3 a.m., reporting that her neighbor, Yovino, was intoxicated, had two firearms and was banging on her apartment door.

Troopers say responding troopers and Kodiak police tried to negotiate with Yovino, who admitted consuming alcohol and possessing firearms.

Troopers say Yovino gave up after additional troopers were called out.
