SYRACUSE, N.Y. (AP) - New York Gov. Andrew Cuomo says 11 private colleges and universities are backing his proposal to require uniform protocols to prevent and respond to sex assaults on campuses.

He says it’s a problem on all of them.

Legislation would require all colleges and universities across the state to implement measures like those now required at state schools.

The 11 schools are Syracuse University, Alfred University, Canisius College, Cazenovia College, The College of New Rochelle, Daemen College, Dowling College, Marist College, Paul Smith’s College, St. Bonaventure University and St. Joseph’s College.

Under the “yes means yes” standard, silence cannot be interpreted as permission for sex.

Assault victims must be informed of their right to report incidents to campus police or the local police department.
