CASPER, Wyo. (AP) - The Natrona County Sheriff’s Office has issued a citation accusing a man of unlawful contact following an altercation Tuesday night at Casper City Hall involving the wife of City Manager John Patterson.

Sam Wiseman has been ordered to appear in Natrona County Circuit Court on May 22.

Unlawful contact is described as touching someone in a rude or insolent manner. It is punishable by up to six months in jail and a $750 fine.

Ken Ball, a local businessman, said Cindy Patterson was taking photos of him and Wiseman before the incident happened.

Cindy Patterson accused Wiseman of yelling at and then hitting her.

John Patterson said his wife told him a man hit her with the sheaf of papers he was carrying.

Ball, who has been critical of John Patterson and Council leadership, said he left the meeting with Wiseman. Ball said Wiseman put the papers in front of his own face and asked Cindy to stop photographing him, the Casper Star-Tribune reported (https://tinyurl.com/ovt4796 ).

Wiseman could not be reached for comment.

Ball called the incident an attempt to antagonize him, and not Wiseman, and divert attention from issues concerning city leadership.

Casper police turned the investigation over to the Natrona County Sheriff’s Office to avoid any appearance of bias.

The Sheriff’s Office has not released any details.
