TUCSON, Ariz. (AP) - Tucson Sector Border Patrol Chief Manny Padilla is leaving Arizona for the Rio Grande Valley of Texas.

Padilla began his tenure in Tucson in 2013 and will leave on Nov. 20.

The Tucson Sector was for many years one of the busiest areas for migrant entry and drug smuggling but has seen a decrease in activity in the past couple of years.

The Rio Grande Valley is now one of the most active sectors and has seen a large spike in the number of unaccompanied minors and families with small children crossing through.

The Border Patrol says Padilla was critical to increasing border security. Critics have said his agents use excessive force and that Tucson sector holding cells are extremely cold and dirty.
