KNOXVILLE, Tenn. (AP) - A man who was on the payroll of the Knox County Trustee’s Office but did not perform any work has been ordered to pay $200,000 in restitution.

Ray Mike Mubarak pleaded guilty on Thursday to theft. He will serve one year in jail plus nine years of probation.

According to the district attorney’s office, former Knox County Trustee Mike Lowe added Mubarak to his staff in 2004. For nearly 3 ½ years, Mubarak signed blank time cards that were later filled in with fraudulent hours. Total, he was paid more than $196,000.

In addition, Mubarak charged the county $250 for title abstracts that he purchased from another title abstractor for $55 to $60. And Lowe paid Mubarak $100,000 for four hundred title abstracts that were never ordered or provided.
