WARSAW, Va. (AP) - A proposed resort overlooking a stretch of the Rappahannock River where eagles nest is headed to a public hearing.

The Richmond County Board of Supervisors is scheduled to hear public comments Thursday on the proposal. The hearing will be in Warsaw.

The proposal by a Florida company, Diatomite Corp. of American, calls for a main lodge, a spa, shops and a restaurant and housing units. The resort would be perched on Fones Cliffs.

Dozens of nesting eagles can be found along the Rappahannock River. Environmental groups and others have argued that makes the Richmond County property a bad place to build such an expansive resort.

Proponents say the development will bring jobs to the Northern Neck. A zoning change is required before the project can move forward.
