BALTIMORE (AP) - Baltimore’s interim police commissioner says a video that shows a man knocking down a police trainee shows the officers’ restraint.

Kevin Davis said Friday that Tuesday’s interaction started when the trainee and another officer approached the man, who was screaming obscenities. In the bystander video, the officers tell the man to stop. When they try to handcuff him, a scuffle begins. The man swings at both officers, landing a punch in the trainee’s face. He’s later handcuffed.

According to court records, 21-year-old James Young of Baltimore is charged with assault, resisting or interfering with an arrest, failure to obey a reasonable and lawful order, and disorderly conduct.

A police report says Young was taken to a hospital after he said his face hurt, and the trainee was treated for a cut lip. Young then went to jail.
