SIMI VALLEY, Calif. (AP) - The Ventura County District Attorney’s Office has found police were justified in fatally shooting a 29-year-old man who killed his mother and then shot randomly at passers-by before fleeing the scene on a tractor two years ago.

The DA’s report released Thursday says Ryan Carnan drove the tractor toward two officers and pointed his gun at them following the Aug. 2013 killing in Simi Valley. The officers fired at Carnan, striking him in the head.

Police said Carnan’s brother called authorities to say Carnan had told him he’d killed their mother. Carnan set fire to his mother’s home after shooting her to death.

The Ventura County Star says (https://bit.ly/1PkMvVL) the DA’s office found that Carnan, an Army veteran, had received mental health-related treatment at a VA hospital but had stopped taking his medications.
