PORTSMOUTH, N.H. (AP) - Portsmouth City Council isn’t allowing the Prescott Park Arts Festival to have concerts on school nights next year.

The Portsmouth Herald reports (https://bit.ly/1gbNDwL ) the council voted unanimously Tuesday to pass a motion prohibiting the festival from holding concerts on school nights.

Mayor Robert Lister proposed the measure after councilors received complaints from residents when the arts festival held a concert at the city-owned park on a school night last week.

Festival Executive Director Ben Anderson says he was disappointed and “a little dumbfounded” by the vote. He says there didn’t seem to be any due process with the motion.

He says the festival has gone through “considerable effort and expense” to make sure issues about noise, parking and traffic congestion were addressed.
