CLINTON, Miss. (AP) - The developer of a Clinton subdivision is paying a $20,000 civil fine for failing to control erosion and storm water.

Windsor Plantation of Clinton agreed to pay the fine to the Mississippi Department of Environmental Quality, which cited Windsor Plantation for three violations in December.

The regulator said the subdivision’s developer failed to install additional sediment controls when existing controls proved ineffective, failed to remove accumulated sediment and failed to implement and have available a storm water plan.

The department said an April site visit showed that Windsor Plantation, registered to a Ridgeland address, appeared to be in compliance with its storm water permit.

Bruce Kirkland, the company’s manager, signed the June 23 order, agreeing to waive hearing rights and pay the fine.
