PROVIDENCE, R.I. (AP) - The Providence City Council is set to review proposed rules that would limit the number of college students who can live in single-family house.

The council on Thursday is reviewing proposed rules to define college students and allow no more than three of them to live in a house.

Councilwoman Jo-Ann Ryan tells the Providence Journal (https://bit.ly/1XkCHhW ) the zoning change would cut down on problems in residential areas such as her neighborhood, near Providence College. She says they are intended to respond to complaints from homeowners who claim investors have been turning houses into small dormitories.

Providence Apartment Association spokesman Keith Fernandes says his group has supported the proposals, but loud parties and raucous behavior wouldn’t be solved by zoning rules.
