KENNEWICK, Wash. (AP) - An incumbent has secured his fourth term on the Franklin County Commission after an automatic election recount found he won by just 13 votes.

The Tri-City Herald reports that Bob Koch, a Connell Republican, beat Pasco businessman Rodney “Rocky” Mullen for a spot on the three-seat commission.

The Franklin County Elections Department certified the Nov. 8 results Friday after conducting a hand recount.

Koch had a 29-vote lead going into the recount.

Washington law mandates an automatic recount when the margin of victory is less than one half of 1 percent of the ballots cast.
