CHEYENNE, Wyo. (AP) - Developments at the Wyoming Legislature on Feb. 18, the ninth day of the 2016 budget session:

TRIBAL LICENSE PLATES: The House for the third time voted to approve developing license plates to honor the Northern Arapaho and Eastern Shoshone Indian tribes. The bill now goes to the Senate.

SCHOOL TEST: The state House of Representatives gave initial approval on Thursday to a bill that would make changes to Wyoming’s current statewide K-12 assessment. Among other things, House Bill 19 mandates that no more than 1 percent of instructional time be spent on taking state tests. The bill faces two more readings on the House floor.

COMMUNITY COLLEGES: A bill changing how Wyoming funds its community colleges advanced Thursday on the House floor. The bill would base state aid for community colleges on student enrollment. The bill faces two more votes on the House floor.

PHARMACIES: The House for the third time voted to approve a bill that would regulate the provision of pharmacy benefits and require licensure of pharmacy benefit managers. The bill now goes to the Senate.

BASKETBALL: The House for the third time voted to approve a resolution encouraging the election of Kenny Sailors to the Naismith Memorial Basketball Hall of Fame. The measure now goes to the Senate.

RAILROAD QUIET ZONES: The Senate for the third time voted to approve a bill that would require the state transportation department and transportation commission to administer a railroad quiet zone program to minimize the sounding of horns in residential areas. The bill now goes to the House.

PURPLE HEART CITATIONS: The Senate sent a bill to the Appropriations Committee that would authorize people who have received the Purple Heart medal in military service to receive lifetime bird, small game and fishing licenses without charge.
