PHOENIX (AP) - A state panel that oversees regulations has ordered the Citizens Clean Elections Commission to rescind rules requiring independent groups to file campaign finance reports.

The executive director of the commission says Tuesday’s 4-0 vote by the Governor’s Regulatory Review Council has no effect on the rules because the commission was created by voters to be independent of such oversight.

Secretary of State Michele Reagan sought the review by the panel. Reagan spokesman Matt Roberts said says she is monitoring the commission’s action following the vote but has no immediate plan to take legal action to enforce the council’s decision.

Reagan is backing a legislative proposal she says would clarify campaign finance laws to make it easier to require so-called “dark money” political spending groups to register and file reports.
