RICHMOND, Va. (AP) - Prosecutors have dropped criminal charges against a Navy officer accused of stabbing another in a barracks near a naval hospital.
An attorney for Petty Officer 3rd Class Wilbur Harwell tells WAVY-TV (bit.ly/21A0kEm) that a psychologist found his client to have a lack of mental responsibility.
Harwell was accused of attacking Petty Officer 2nd Class Justin Powell with a knife in the barracks at Portsmouth Medical Center in June 2014.
A hearing is expected to be held to determine whether Harwell is a danger and should remain confined.
