LOWELL, Mass. (AP) - Police say two men are facing charges after an alleged drug transaction.
Thirty-eight-year-old Kelvin Sanchez-Baez, of Lowell and West Palm Beach, Florida, and 58-year-old Juan Manardo Roman-German, of Lowell, are scheduled to appear Monday in Lowell District Court.
Police say they observed the transaction in a city parking lot Sunday afternoon and approached a vehicle driven by Sanchez-Baez. He fled on foot and jumped into the Concord River to evade officers but eventually surrendered.
He’s charged with failing to stop for police and operating without a license.
Police say Roman-German, his passenger, was in possession of heroin. A search of his residence turned up 153 grams of suspected heroin.
Roman-German is charged with possession of heroin with intent to distribute.
It’s unclear whether they have attorneys who could comment.
