PIERRE, S.D. (AP) - Secretary of State Shantel Krebs has certified for the November election ballot an initiated measure giving certain organizations the right to charge fees.

The labor union-backed measure would give corporate or nonprofit organizations the right to charge fees in right-to-work South Dakota. Supporters of the proposal say unions shouldn’t have to provide services such as contract negotiations or representation during the grievance process for free.

Krebs says the sponsor turned in more than enough valid signatures to qualify for the ballot. Her certification can be challenged through Feb. 18.

The office looks at signatures and petition completeness as part of its review before the measures can appear on the ballot.

It’s the seventh initiated measure approved out of eight submitted. The final ballot measure remains under review.
