HILO, Hawaii (AP) - The National Weather Service has issued a tropical storm warning for Hawaii and Maui counties.

Hawaii County Mayor Billy Kenoi signed an emergency proclamation Friday in an anticipation of Tropical Storm Darby. Kenoi says the action helps the county respond quickly to the impending storm.

The warning means tropical storm conditions are expected within 36 hours.

Shelters are opening on the islands of Hawaii, Maui, Molokai and Lanai.

Hawaii County Civil Defense says Darby is about 390 miles east of Hilo as of Friday morning. It’s moving to the west at 12 miles per hour.

The storm is also affecting an Oahu carnival, which his modifying its schedule. Kaimuki High School’s carnival will open as planned Friday but will be closed Saturday and Sunday.
